"Mr. Chairman I would like to make a few comments as a member of the JSC, not as co-chair of the Infrastructure Sub-committee.

Draft report – not what I would have like to have but I guess it’s as good as could be expected.
I certainly understand where the mayors, aldermen & councilmen were coming from when they urged that the JSC exclude any consideration of personnel reductions. However when well over 50% of the budget of both cities is consumed by personnel, it is very difficult to find cost savings in the investigations by our 10 sub committees.
My perspective - we have 2 very capable City Managers who could very easily find major cost reductions through personnel attrition including retirements, resignations, and reassignments with minimal reductions in force that could take place in a very humane, sensitive manner while keeping service at a very high level. I believe many folks around this meeting table and in the communities would agree with me.
The Public Works Departments - a great example of what I am talking about! They are both well run and provide a very high level of service. However they do have duplication of services and inefficiencies. Since the Infrastructure sub-committee could not identify specific cost savings and this was not possible essentially because their staffing levels needed to remain at the same levels, our report was not very compelling. That said, I submit to the JSC if the cost of operating both Departments were coming out of your pocket, you would soon merge the two of them. As it is, while we all pay a portion of the cost but its tax dollars paid by our local governments so we don’t worry about it.
An overview of the situation - why are there two separate municipalities to start with? Probably because of insignificant reasons many years ago when they were formed that today aren’t very important. Today we have a total of about 25,000 people in the two cities that are both very compact, have a significant common border, many similar characteristics, while duplicating virtually every service.
Other than governmental entities we are seeing banks, law firms, department stores, communication service providers, and brokerage firms etc in the business sector all are merging; hospitals, child care providers, and retirement centers in the health and service sector merging but no governments. Why is this? Are these other sectors telling government something that we need to listen to?

Our two cities - both very strong financially and providing excellent services at this time. What is happening to municipalities are us and else where in the County? A few years ago would you have believed that they would be terminating employees and have financial difficulties? Now is the time for both of our cities to be considering broad changes, negotiating if you will because we would be doing so from a position of strength. When times get tough and the strong position is gone is not the time to be negotiating with your neighbor!
We are currently at a disadvantage in dealing with problems that don’t recognize municipal boundaries including crime, dealing with issues such as the reconstruction of High 40, expansion and operation of METRO, MSD, County Government, etc. After all individually we are very small entities in a County with over 1 million people.
We need strong, visionary leaders on our legislative bodies and as Mayors who are willing to take measured risks if we are at all concerned about the future. The wonderful situation we are presently in will not last forever. Maintaining the status quo is an easy trap to fall into but will not bode well for either city.
So what am I suggesting? We need to continue with wonderful leadership that has been exhibited by our elected officials into the future. Keep this matter on the table, in front of the elected officials, the City Managers and the community. Let’s get serious about partnering and sharing services and establish a process to move forward by empowering and supporting our Managers and holding the elected officials and Managers accountable. And don’t tie their hands by eliminating any possibility of reducing the head count of employees.

On closer reading of the email exchange (see comments to Friday June 22 Post following) between Mr. Uchitelle and me regarding the JSC Final Report Draft that was published, it is noteworthy that Mr. Uchitelle's email omitted my specific criticism of the draft. Apparently, only the portion of my email that appeared to agree with a portion of the recommendation was published. Here is what was omitted from the commentary:

The report points out that "the combining of the Parks and Recreation activities of the two cities together with the cities of Brentwood and Maplewood, and sharing with the Clayton School District, would produce substantial revenues." The words "would produce" offer an assurance that may not materialize. This ambitious conclusion is based soley upon information provided by the cities' department heads and assembled by the JSC without the review or input of any outside, disinterested professional.

The report also concludes that "the cities should further explore costs savings and efficiencies of shared information technology facilities and services. Sharing of services and facilities could have significant [empasis added] cost savings and lesson redundancies for the two cities." This conclusion does not follow from either the IT Summary report or from the "Total Merger Impact By Department" financial summary.

Andy Rochman's Reply To Ben Uchitelle

In posting of the email exchange between Mr. Uchitelle and me regarding the JSC Final Report Draft, Mr. Uchitelle omitted my following reply to his email. (I have also added this in the comments to the June 22 post.)

Ben,

(1) Recommending the exploration of parks consolidation/sharing is certainly an appropriate recommendation for the JSC to make. Stating that great savings will be reaped, while possibly true, needs to be demonstrated. Final report wordsmithing is recommended to avoid any misunderstandings.

(2) Your postulations regarding recommending exploring the IT functions are not supported by the report. To make such recommendation, despite the IT Subcommittee's findings to the contrary, repudiates and trivializes the Subcommittee members' concerted efforts.

(3) The JSC report is appropriately silent on recommending an exploration of a merger of the Chambers of Commerce just as it is appropriately silent on recommending exploration of a merger of Schnucks and Straubs. The Chambers are independently chartered and sponsored by citizens and businesses of their respective communities and are not city departments. Recommending exploration of the combination of the Chambers, whether or not a praiseworthy suggestion, is outside the JSC's scope of study.

The JSC is scheduling a public forum to present all the subcommittee findings on May 30, 2007 at THE HEIGHTS at 7:00 p.m. This forum will be open to all residents of both Clayton and Richmond Heights.

The co-chairs, Dan Human and Jerry Bollato, ask that each subcommittee prepare a summary sheet of its report for distribution at the public forum. The summary sheet should be one page or less. This summary sheet needs to be submitted to the JSC Chairs no later than the next JSC meeting, April 25.

Also, one chairperson from each subcommittee needs to be designated to present a 3-5 minute subcommittee presentation during the Public Forum to report the subcommittee’s findings.

Clayton citizen comments on Merger Study

Good morning.

At the most recent JSC meeting at the Center, I spoke to the group and made a comment that residents need more "positive-point" information as to why a Merger of the Cities would be best. Information in many reports show a "neutral" conclusion. Neutrality-of-conclusions from the studies does not give a STRONG reason to procede with the Merger process. At the moment, Mayor Uchitelle has posted positive information regarding the Parks and Recreation Report telling money would be saved. That is fine, except residents need more "positive" information on how a Merger would effect us on a day-by-day basis. Effect on property values, operation of the police and fire departments, details about zoning, details on the operation of the public works departments are all necessary matters which residents wish to know about. At least the "prelimary" thoughts of the city officials should be posted on the JSC website ---for study by residents BEFORE more meetings of the JSC are held in the context of public forums.

Re: Parks and Recreation Subcommittee Report.

Friends:

I now have had an opportunity to read carefully the excellent report by the Parks and Recreation Subcommittee. They did a fine job studying all aspects and I commend them for their efforts.

In their conclusions (see pages 7-8) they state that under the more likely “conservative projections” the gain from combining the departments would be $370,021 in the first three years and $1,453,670 over ten years. Under the “best case scenario”, combining the programs could result in a gain of $1,382,505 in the first three years of combined operations and more than $5,000,000 over the first ten years! That is a lot of money.

Apparently the “more conservative projections” were based upon the possibility of either Maplewood or Brentwood leaving the existing partnerships with Richmond Heights in the event of combining or merging. What is this based on? Why would either City want to leave an arrangement which is obviously beneficial to all three cities? Couldn’t contractual arrangements be sought out to ensure that combining all of these services would continue on a beneficial basis for all concerned? There is a huge amount of funds to be realized in this area and I would urge that we thoroughly consider these matters.

Again, this was a truly excellent effort of the Parks and Recreation Subcommittee.

At the November 29th JSC meeting, Virginia Pennington, a JSC member from Richmond Heights Chamber of Commerce, read her handwritten statement to those present. That statement has been transcribed for easier viewing below:

" With the recent meetings conducted in Richmond Heights / Clayton, there appeared to be disappointment (and disapproval) on both sides of the aisle.

Neither community gave a positive response to the merger itself, (or) the possibility of department mergers. Several people requested a “resolution be filed” halting this procedure now with departments.

With upcoming elections in Clayton in 2007, and Richmond Heights in 2008, the possibility of new people running government with new ideas and choices…their hands should not be tied in making decisions by this committee.

Richmond Heights future looks good with “Nordstrom Department Store” going into the Galleria, continued growth in the construction of the “Boulevard Development” on the east side of Brentwood Boulevard, the “Hadley Development” of 150 homes, along with 300,000 square feet of retail spaces, a hotel, and office building.

Our city, Richmond Heights, is very well managed, receiving for the (16th) consecutive year, the “Certificate of Achievement for Excellence” in financial reporting. This is the highest form of recognition for government accounting.

If there are financial problems in either community, then each “department head” should be reviewing their departments and make whatever changes are needed to make them more productive, efficient and financially acceptable.

This country is built on “contracts”. We could use contracts, and sharing practices where feasible and productive with both cites. Richmond Heights already contracts with Maplewood, Brentwood, Clayton Parks and Recreation in sharing activities, and with Clayton Parking Meter department.

The “Mayors” want to close this out by March 7, 2007. Maybe it should just be dissolved sooner. It is a plan too complicated for these (2) communities already successfully set in place.”

Letter from the Mayors and Co-chairs to the JSC

(The following letter was sent via email to the JSC Committee today)

November 14, 2006

Dear Members of the Joint Study Committee:

It has been more than 12 months since we first met to study the idea of merging the Cities of Clayton and Richmond Heights or combining one or more essential services. As outlined in the JSC guidelines, this study was expected to be completed in 18 months (March 2007), with the ability of extending the study process another six months. Based on the valiant efforts of the various Subcommittees, it appears that we can meet the March 2007 deadline.

However, to ensure that we have time to review all the Subcommittee reports, we believe it is important for all the Subcommittees to finish their reports by January 26, 2007. The only challenge to this deadline is the receipt of the report from the Public Safety Subcommittee which was the last Subcommittee to start meeting on a regular basis. At a minimum, we would expect the Public Safety Subcommittee to have most of their work finished by the end of January.

We sincerely appreciate everyone's time and dedication to this important study.
